Notice of Race
ORGANIZING AUTHORITY & HOST CLUB:
Surf City Yacht Club & International Lightning Class Association (ILCA).
The current Racing Rules of Sailing (RRS), the prescriptions of US Sailing, ILCA Document Governing ILCA Championships, this Notice of Race, and the Sailing Instructions shall be in effect. In case of conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall prevail.
RRS 42.3(c) is changed to say “Except on a beat to windward, when surfing down the leeward side of a wave or planning is possible, a boat’s crew may pull the sheet, but not the guy, controlling any sail to initiate surfing or planning, but only once for each wave or gust of wind. When the mainsail is pumped, only the part of the sheet between the crew member handling the sheet and the first block on the boom shall be used.”
RRS 44.1 is changed to say “When an infringing yacht has its spinnaker drawing at the time of the infringement, drops it completely while taking her penalty, and resets it immediately and has it drawing after the penalty, the penalty is a OneTurn Penalty.”
Use of hand held VHF radios will not be permitted for this event.
Advertising will be restricted to hulls only per the ILCA and ISAF Reg 20
ELIGIBILITY & REGISTRATION:
The regatta is open to sailors who will not have reached their 21th birthday by December 31, 2017 and who sail in a New Jersey fleet or reside in the State of New Jersey. Minimum ILCA membership (Crew, $10) is required. Registration will take place at the times noted in the “Schedule” below. An entry is considered complete when all appropriate forms have been completed and accepted by the Regatta Committee. There is no entry fee. Although there is no advance registration, the Regatta Committee would appreciate an email advising of your intent to participate to assist in event planning.
- 9:30-10:30 AM – Registration & Breakfast (Juice/Coffee/Bagels, etc.)
- 10:30 AM – Competitor’s Meeting
- 11:00 AM – Warning Signal, First Race | Up to five (5) races may be sailed | No race will be started after 4:00 PM
- 4:30 PM – Snacks at Haul-out
- 5:00 PM – Awards Ceremondy
**Please note that lunches will not be provided, each team should bring their own lunch.
The Sailing Instructions will be available at Registration.
Racing will be on the Manahawkin Bay (lower end of Barnegat Bay) in an area generally to the west of the ICW.
Courses will be Windward/Leeward as described in the Sailing Instructions. Courses may be shortened at the discretion of the Race Committee.
A total of five (5) races are planned. One (1) race is required to constitute a series. A boat’s series score will be the total of her race scores. This changes RRS A2.

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta
Trophies will be awarded to the top three teams (skipper and crew). The winning team will receive the NJ State Junior Lightning Championship perpetual trophy.
QUALIFICATIONS FOR SUBSEQUENT EVENT:
This is not a qualifying regatta for any subsequent events.
